At cafeterias and food courts, people sometimes want to take one cup of self-serve water before getting food. The thirstier they are, the more they want to make that move first. But if they take water before deciding on a seat, they often end up thinking about the tray, chopsticks, phone, and bags all with only one free hand.
Especially at lunch time, the flow of people can move against the direction they want to go. If they carry only water first and then look for a seat, even after finding one, the path back to get the tray may become longer, or they may need to go through the same aisle again. By contrast, if they decide on the seat first, or at least decide the order of carrying food and then take water at the end, the whole walking setup falls into place at once. It is less about the amount of water than about fixing the shape of the movement first.
Of course, during quiet hours there are times when taking water first causes no problem. Even so, in places where people tend to hesitate, it is calmer to decide either the seat or the tray flow first. When they see the self-serve water, it is enough to check only which hand needs to stay free for the next thing.
